We appreciate the 1% Cost of Living Adjustment for nonprofit community-based providers, effective January 1, 2013, that Governor Malloy and the Legislature included in the FY13 budget. This recommendation is a positive first step in enhancing our ability to retain and recruit staff and support our workforce.

Please tell your legislators as they begin to develop the budget proposals for the 2014-2015 biennium, we urge them to consider the following:

  • Nonprofit community-based providers provide essential services to more than half a million people each year. We are a vital component of the state and local economy and employ a highly skilled work force.
  • We are efficient and cost-effective partners with the State of Connecticut, delivering our services at one-half the cost of services at state-run facilities.
  • Prior to FY2013, we have had no COLA for 4 years.
  • Federal Health Care Reform will add approximately 150,000 residents to the State Medicaid rolls, most of whom will seek services from nonprofit community-based providers.
  • In addition, the ACA mandates new service delivery models with a focus on values and quality outcomes.
  • As service providers, employers and community businesses, we require a 7% COLA over the 2014-2015 biennium to meet these challenges.
  • We keep people healthy, employed and productive! We keep kids safe and healthy! We are the safety net!
