It might be helpful to review recent legislation that relates to rebidding:  P.A. 07 – 195 AN ACT CONCERNING THE STATE PURCHASE OF SERVICE CONTRACTS FOR HEALTH AND HUMAN SERVICES.  http://www.cga.ct.gov/2007/ACT/Pa/pdf/2007PA-00195-R00SB-01396-PA.pdf  This legislation requires OPM to report to the Legislature about the rebidding of human service contracts.  CCPA was very involved in negotiations about this public act.
