Update on Shift in Reimbursement Structure – IMPORTANT CHANGES – 3/6/09 Waiver Workgroup Updates ~ CCPA has been advocating for increases in the base rate of $14.20 for several months and we were successful in these efforts. We’ve identified Department of Labor data on wages in similar positions and reviewed your COR data to emphasize the inadequacy of the $14.20. Current COR data on staff wages show an average of approximately $14.80 for day programs. As you will see in your provider specific data from DDS, the base rate has been increased from $14.20 to $14.75. This is a major victory for providers in the DDS system. We wanted to make sure you were aware of this change so that you can understand the details of the rate/ consumer sample sheets you will be receiving from DDS.
Joe Drexler reviewed the documents linked below. Providers should expect to receive samplings of clients, similar to the first document linked below, identifying contracted dollars, levels of need and funding under the new rate system. Please note that this is only a sample of your consumers. You will be asked to fill out the document to identify areas of concern or disagreement. I urge you to write an explanation of why you disagree, instead of simply checking off that you disagree.

Changes to DDS Medication Administration Regulations ~ Please use the link below to access the proposed, amended Administration of Medications regulations for the Department of Developmental Services (DDS) and a copy of the Notice of Intent to Amend Regulations and Notice of Public Hearing that was submitted for publication in the Connecticut Law Journal. As noted, the department will accept written comments for thirty (30) days following publication of the notice and held a public hearing on Monday, February 2, 2009.
The Department of Developmental Services anticipates that the notice for these amended regulations will appear in the Connecticut Law Journal on Tuesday, January 20, 2009 and therefore will accept written comments through Wednesday, February 18, 2009. All written comments should be sent to:
